Some people claim that the A.I. Moratorium Act must be complicated. We believe that the safety of our children and grandchildren is simply a matter of choice.
For this reason, we are drafting a simple and clear bill that can be implemented by any country in the world within a matter of hours, not months. In our view, all it takes is a few paragraphs that any teenager in the world can understand to stop a race in which our future is at stake.
Of course, there are additional technical and legal details that need to be included, but in principle, such a law does not have to be complicated:
Artificial Intelligence Moratorium Act
§1
Anyone who conducts research or experiments aimed at building or improving an autonomous system that simulates human cognitive processes shall be subject to a sentence of imprisonment for a term of 10 to 25 years.
§2
Anyone who leads research teams, provides funding, or in any way facilitates the conduct of such research shall be subject to the same penalty.
§3
These provisions shall enter into force upon their enactment.
